Of course, I didn't use flash but because of other idiots who can't seem to learn how to turn off their flash we are once again treated to an over-reacting, stubborn, and ignorant government:

It is often a very long wait and difficult to get to see the rotunda, where these important and historic documents are. People from around the world come here to the great freedom of America, and can't even take a silly picture like mine above.
I say that the ignorant government and the idiots that can't turn off their flash share equally in the blame. So a big "F-you" to them all.
Closure - one of the Gestalt Principles. Closure happens when an image is incomplete. When a partial image is seen people perceive the whole by filling in the missing information on their own.
